		<description><![CDATA[Thank you, Gina, for continuing to include me in your correspondence.  Some time ago, I spoke to you about engaging the State of Alaska Chief Justice with CCTHITA&#039;s Chief Justice, Dolorosa Cadiente.  My hope was that this might lead to elected tribal judges and state judges  in Alaska meeting  regularly.  to advance the goals of ICWA,   Judge Cadiente was an articulate advocate for the Alaska Native view of ICWA.  Unfortunately, she passed away last month, leaving a vacuum in our judicial  leadership that cannot be replaced for at least several years.  She was preceded in death by Associate Judge Doug Luna, a trained lawyer,  a former Administrative Judge and, also, an expert on ICWA,

Our current Child Support Magistrate, David Voluck, would make an excellent tribal advocate/ representative  at Alaska Judicial Conferences. He is a co-author with David Case of &quot;Alaska Native Law&quot; .  His job is an appointed position.  Our tribal Constitution requires that all tribal judges must be elected from among the elecfted Delegates at General Assembly.  As a non-native David does not qualify as a delegate.   

Do you know, off hand, whether the funding grant  for his CCTHITA  magistrate position would preclude him from volunteering  to take on this task?.  I am not acquainted with the grant&#039;s mandates and hope you can clarify this for me.
